STEP BY STEP, VIVID DESCRIPTION OF HOW DR. PHILBIN COMMITTED THE CRIMES.


1.  The Crimes of Dr. Philbin were covered up by the hospital and doctors.
2.  The documents and evidences were submitted to the California Medical Board during official Hearings on Feb. 26, 2008 and June 24, 2008 inside the medical board office in Sacramento, California.
3.  Robert Sherer,  Senior Investigator of the California Medical Board accepted all the documents and evidences.
4.  Dr. Peter E. Philbin committed his crimes during a Judicial Review Hearing held according to Law in the City of Vallejo, California.
5.  Nine ( 9 ) California Physicians witnessed or saw Dr. Philbin while he was committing the crimes.
6.  The official court transcriber instantly recorded the crimes of Dr. Philbin in the 100 - page transcript of the Judicial Review Hearing.
7.  This is an eyewitness report.

1.  Page  12  lines  15 - 16 :  " Next witness for the Executive Committee is Dr. Peter Philbin who is now sitting before you ."
2.  Page  12  lines  17 - 18 :  " would you swear the witness in, please."
3.  Page  12  lines  20 - 21 :  " Peter E. Philbin, M.D., being first duly sworn, testified as follows :"
4.  Page  43  lines  20 - 21 :  " Dr. Dial should have ordered a Cardiology Consultation during the hospitalization."
5.  Page  44  line  10 :  "Cardiology consultation would be very advisable."
6.  Page  46  line  16 :  Cardiologist  saw  the patient.
7.  Page  46  line  18 :  Cardiologist saw  the  patient.
8.  Page  47  line  8   :  Cardiologist  did  see  the  patient.
9.  Page  47  line  28 :  Cardiologist saw the patient.

CONCLUSION :
1.  Dr. Philbin accused  Dr. Dial of Not getting a Cardiology Consultation, under oath , on the witness stand , during the Judicial Review Hearing.
2.  It was proven beyond any reasonable doubt in the transcript as noted above that  Dr. Lino Dial obtained a Cardiology Consultation.
3.  Dr. Philbin told a lie , deceits , frauds , falsehoods and deceptions while he was under oath , on the witness stand during the Judicial Hearing.
