Dr. Robert Zeff : The Honest Physician.
Dr. Robert Zeff and I met for the first and last time on Feb. 26, 2008.
The meeting place was inside the Medical Board of California Enforcement
Program at 2535 Capitol Oaks Drive , suite 220 , Sacramento, California 95833.
One has to take an elevator or a lift to the second floor and when the
elevator door opens, there is a small lobby, and across the hall and to the
right is the office of the Medical Board , suite 220.
A receptionist greets you and directs you to the meeting or conference
room , about seven steps in front of the receptionist. The conference room
is rectangular, about 12 feet wide and twenty four feet long. There is a long
table about five feet wide and sixteen feet long.
The first person to come in was a gentleman named Robert Sherer.
He introduced himself as the Senior Investigator of the Medical Board.
He said that he was going to record the meeting or hearing with a tape -
recorder. The tape = recorder was small, about four inches long and two
inches wide and one inch thick, silver coated, battery operated. The duration
of the meeting was two hours , from eleven in the morning to One in the
afternoon , no lunch break.
Mr. Sherer was a fine courteous gentleman , about fifty - five years of
age , medium built and about six feet tall. He knows how to make you
feel at ease and relaxed.
Then came Dr. Robert Zeff. He was on time. He was tall, about six
feet and one inch , of medium built, had a touch of gray on the sides,
was about sixty one years old.
He introduced himself then we got down to business. There were three of us
in the room, Mr. Sherer , Dr. Zeff and myself.
Dr. Zeff sat in front of me , across the table. I brought with me numerous
documents , a few hundred pages. I spread them out on the table for ready
reference.
From the time that he started asking questions, he struck me as a kind,
straight, trustworthy gentleman. He spoke slowly with a very clear audible
voice.
He had a long ruled pad and started writing with what appeared to be
a felt pen because the size of his words were large and clearly readable.
The width of the letters was wide. He used black ink.
He asked me questions like where I came from , Medical School ,
Internship, Residency training , experiences , etc.
I presented the Medical Frauds committed by Physicians in the city of
Vallejo, in Solano County , California with supporting documents which
were already on the table. I left all the documents for the Medical Board
and Mr. Sherer accepted them.
THE MEDICAL FRAUDS :
The Medical Frauds are essentially contained in the SERIES OF FIFTY -
THREE ( 53 ) HOSPITAL FALSIFICATIONS in Vallejo , California.

Among these , Hospital Falsification No. 1 was performed by Dr, Robert
Blum , a California - licensed practicing physician , a Neurosurgeon.
Dr. Blum f a l s i f i e d the hospital patient medical record of a poor
woman, an old lady , to get money from her . The fact that Dr. Blum
f a l s i f i e d the record to s t e a l m o n e y from the poor old lady is
posted on the Internet so the whole wide world would be able to read it.

Dr. Zeff heard these frauds and falsifications for the first time .
His reaction , his comments were immediate and straight forward . Dr. Zeff
said that the actions of Dr. Blum were Not Ethical and Not Legal.
His comments were like a knee - jerk reflex , instantaneous , brisk.
This made me believe that Dr. Zeff is an h o n e s t , good , honorable ,
righteous , upright and incorruptible physician . There was no doubt in my
mind. The sound of his forceful voice and solemn expression on his face
indicated that he was truthful , trustworthy , precise and that he was a man
of principle . His comment was like a breath of fresh air .
The comments of Dr. Zeff were in s h a r p c o n t r a s t with the
actions of the Hospital ( Sutter Solano Medical Center , formerly Vallejo
General Hospital ) and Medical Staff at 300 Hospital Drive, Vallejo, CA 94589.
The f a c t s were the same : Dr. Blum f a l s i f i e d the hospital record to
get money from a poor woman . He was Not asked to see the old lady ,
he just grabbed .
ACTION TAKEN BY THE HOSPITAL AND MEDICAL STAFF :
1. Covered up , tucked away , pushed aside .
2. Investigate somebody else instead of Dr. Blum.
3. The Hospital and Medical Staff investigated me .
4. The investigation was p r o v e n to be F r a u d.

5. The Hospital and Medical Staff acted in unison , in connivance, a Conspiracy.
6. A Judicial Review Hearing was done after the fraudulent investigation .
7. A Series of Fifty - three ( 53 ) Hospital Falsifications were made during
the Judicial Hearing which was held according to the Laws of California .
8. A f t e r the Judicial Hearing , the Hospital declared in writing that the
hearing never took place .
9. The e v i d e n c e s that the Judicial Hearing was held :
a. Ten persons w e r e p r e s e n t at that hearing .
b. Official court transcriber produced a hundred - page transcript with the
Series of Fifty - three ( 53 ) Hospital Falsifications documented , recorded
and very well - preserved. ( Presented to the Medical Board of California).
c. I w a s p r e s e n t at that same Judicial Hearing.
My name is all over the transcript .
10. The r e a s o n given by the Hospital why the Judicial Hearing was
canceled : Dr. Lino Dial canceled it .
This is F r a u d . This is a n o t h e r c r i m e .
11. A lawsuit w a s f i l e d about this case in the Superior Court of
Solano County , California.
Dr. Leonard Brant s u b m i t t e d as evidence , Ten Declarations in the
Superior Court. The Ten Declarations were p r o v e n to be fraudulent
and deceitful b e y o n d a n y r e a s o n a b l e d o u b t .
12. Decision in Solano County Superior court is N o t V a l i d because
it w a s b a s e d o n f r a u d s a n d l i e s a n d d e c e i t s .
The Fifty - three ( 53 ) Hospital Falsifications w e r e i n t e n t i o n a l l y
and d e l i b e r a t e l y h i d d e n a n d w a s n o t d i s c l o s e d
in Superior Court .

CONCLUSION :
If only we had an h o n e s t physician like Dr. Zeff in the Hospital
Medical Staff of Sutter Solano Medical Center in Vallejo , he would have
told them what Truth is , loud and clear.

Especially Dr. Leonard Brant is a well - respected Physician - Surgeon in the

Dr. Brant is also a friend of Dr. Robert S. Blum , a Neurosurgeon , who
committed crimes in Vallejo , California , documented as Hospital Falsification

Dr. Brant is also a friend of Dr. Peter E. Philbin, an Internal Medicine

Now the facts :
I practiced Medicine at the Hospital for over ten years without problems.
To practice medicine at the Hospital one has to have Hospital Privileges
which in my case was renewed every year without problems.
I used to be a Medical Officer, on active duty in the U.S. Navy as
Physician - Surgeon.
I have an Honorable Discharge.
I served my country.
I am a Veteran.
I had received veterans benefits.
THE FACTS :
1. The Hospital has first - hand information about the crimes committed by
the members of its Medical Staff.
This is a proven fact. this is not deniable , not contestable.
2. The origin , beginning and foundation of all these crimes at the Hospital
was the falsification of hospital patient medical records of an old lady,
performed by Dr. Robert S. Blum.
The details of the crimes of Dr. Blum was posted on the internet in
Google.com at

It is certainly fitting that the crimes of Dr. Blum was placed under
Hospital Falsification number one.
This is the first and holds the distinction of being primary or like a
Cornerstone. Incidentally , there is a group in San Antonio , Texas , the
Cornerstone , that is a beacon of hope for people like Dr. Blum who lack
understanding.
3. The Hospital and Medical Staff was made aware of the Falsification of
hospital patient medical record.
I think the Hospital and Medical Staff had a fit. This is serious.
It is unprecedented.
It is not generally known that physicians falsify hospital patient medical
records to get money.
Doctors make good money.
They don't have to resort to such evil , disgusting , detestable and despicable act.
This heinous , diabolic , illicit and unethical action of Dr. Blum was
covered up , hushed up , tucked away , pushed aside , shrouded , stashed ,
ignored , glossed over , overlooked and disregarded by the Hospital and
Medical Staff.
4. The patient that Dr. Blum decided to steal money from was my patient.
The patient was an old lady. She was from out of State. She and her
husband were passing through the city of Vallejo when she got sick. Her
husband drove her to the Emergency Room of the Hospital at 300 Hospital
drive in Vallejo , California 94589.
I was the Internal Medicine consultant for the Emergency Room at that
time. After an evaluation by the ER Doctor , the old lady was referred to me.
I accepted the old lady as my patient.
I admitted the patient to the hospital.
I am the Attending and Admitting Physician on the Hospital record.
The next day , Dr. Robert S. Blum was going to operate on my patient.
I did not ask Dr. Blum to see my patient .
I did not call Dr. Blum.
I did not write any request for him to see the old lady.
I did not ask him orally , verbally or non - verbally , not in writing ,
not by phone and definitely not in person.
Question :
What is Dr. Blum going to do to my patient ? Butcher her ?
Assault and battery without permission ?
As I mentioned earlier, the Hospital and Medical Staff had to hide
everything and keep the situation under wraps.
Dr. Robert Blum was Chief at the Hospital.
Dr. Ruperto Visaya, Jr. was Chief at the Hospital.
Dr. Leonard Brant was Chief at the Hospital.
Question :
What will the Hospital and Medical Staff do ?
Answer :
Investigate Dr. Lino Dial instead of Dr. Blum .
I don;t know whether this was an easy decision for them or a difficult one.
But investigate me they did.
They had decided to investigate all the patients that I admitted to the
Hospital for a period of six months ( documented in writing ).
5. Dr. Leonard Brant was the person in charge of the investigation.
He knew exactly what transpired during my investigation.
He had first - hand information.
This is the number one evidence that his Ten Declarations against me in
the Superior Court of Solano county were deceitful and fraudulent.
I also have first - hand information because I was the one that the
Hospital and Medical Staff investigated.
They looked into my hospital practice of medicine with a fine - tooth comb
so to speak. They were breathing behind my shoulders , watching my every
move , looking for mistakes .
6. I mentioned earlier and posted on the Internet at Google.com

in March , July and August 2010 that the investigation of my Hospital
Practice was illegal and a fraud.
The number one reason that the investigation was a fraud was that
Dr. Leonard Brant declared in writing that there were reports of the
monitoring or investigation of Dr. Lino Dial.
The investigation was a fraud because some of my patients who were
investigated and supposedly had written reports WERE NOT EVEN AT THE
HOSPITAL AT THE TIME OF INVESTIGATION.
THEY WERE IN THE CEMETERY AND HAD BEEN DEAD FOR
A WHILE.
This is vicious and malicious. Another crime.
QUESTIONS :
1. HOW COULD I ADMIT A PATIENT TO THE HOSPITAL WHO WAS
ALREADY DEAD AND IN THE CEMETERY FOR A YEAR ?
The Doctor who investigated the patient who was ALREADY DEAD and
not in the Hospital at the time of investigation committed fraud.
The REPORT of the investigation is fraud.
THE INVESTIGATION IS FRAUD.
Numerous falsifications were made during the so-called investigations.
These facts are documented and recorded in writing and posted on the
Internet , on Google.com
THE FACTS :
7. After the illegal and fraudulent investigation of my Hospital Practice of
Medicine , the Hospital and Medical Staff decided that my Hospital Privileges
will not be renewed.
They gave me ten days to reply to their decision.
The result would be that I could not admit patients at the Hospital .
This was my livelihood and my primary job as a Physician.
I had had Hospital Privileges at that Hospital for over ten years
without problems.
Now , all of a sudden , because I decided to protect the civil and human
rights of my patient , the old lady , I am losing my job.
Any way I looked at it , what they did to me was wrong , illegal and
not ethical.
I remember a famous man named Matthew who wrote many years ago :
Whatsoever you do to the least of my brothers or sisters ,
that you do to me.
... I was hungry , you fed me.
... I was thirsty , you gave me drink.
... I was sick , you visited me.
The origin of all the Hospital Falsifications was the old lady.
She was a poor woman , the least of my sisters.
She was lying in the Hospital bed , sick .
I was not only a visitor to the poor lady , I was in charge of her.
I should protect her from the evil desires and motives of Dr. Blum.
Had I decided Not to help the poor woman , when my time is up ,
what will I say to the Son of Man , the Prince of Peace, and King of Kings ?
THE FACTS :
8. My reply to the Hospital and Medical Staff was to request a Judicial
Review Hearing. According to the Hospital By - Laws , I was entitled to one.
I requested it.
The Hospital granted my request through Dr. Brant.
Another evidence that the Ten Declarations of Dr. Brant in the Superior court
is fraudulent and deceitful :
Dr. Brant failed to disclose or intentionally did not reveal the lies , deceits ,
frauds and falsehoods during the investigation of Dr. Lino Dial.
This covers several of his Ten Deceitful Declarations in the Superior Court
of Solano County , California.
Question :
How could Dr. Brant Not Know these facts ?
Dr. Brant was the person in charge of this fraudulent investigation that
went on for six months .
THE FACTS :
9. The Judicial Review Hearing.
I was the one who requested the Judicial Hearing. It was granted by
the Hospital. It took about six months to prepare for the Judicial Hearing.
Dr. Leonard Brant was in charge.
He sent out letters to me and others concerned that the Judicial Hearing
will be held pursuant to the Hospital By - Laws , article so and so.
The Judicial Hearing was held according to the Laws of California.
The official court transcriber produced a hundred - page transcript of that
same Judicial Hearing.
Ten persons were present at that hearing.
I was present at that hearing.
10. During the Judicial Hearing , I saw Dr. Peter E. Philbin when he took
the oath to tell the Truth on the witness stand.
I heard Dr. Philbin when he told lies , and deceits on the witness stand ,
while he was under oath.
The frauds and falsities that came out of Dr. Philbin's mouth were also
heard by the six - member panel of Physicians who were present at that hearing.
The frauds and falsehoods spoken by Dr. Philbin are documented,
recorded and very well - preserved in the 100 - page transcript of that hearing.
And yet , the Hospital and Medical Staff claimed in writing that this
Judicial Hearing Never took place.
11. During the Judicial Hearing , I saw Dr. Leonard Brant when he took
the oath to tell the Truth on the witness stand.
I heard Dr. Brant when he told lies and deceits on the witness stand ,
while he was under oath.
The frauds and falsities that came out of Dr. Brant's mouth were also heard
by the six - member panel of Physicians who were present at that same hearing.
The frauds and falsehoods spoken by Dr. Brant are documented , recorded
and very well - preserved in the 100 - page transcript of that hearing.
Dr. Brant intentionally and deliberately did not mention all these FRAUDS
and falsities at the Judicial Hearing When he presented his Declarations in
Solano County Superior Court. It follows that his Declarations in Court
are deceitful , malicious and full of Frauds and Falsehoods.
Of necessity , the Decision in the Superior Court of Solano County
Case No. 87291 is NOT VALID or erroneous.
Question :
HOW CAN YOU HAVE A VALID DECISION IN A COURT OF LAW
WHEN THE DECLARATIONS ARE FRAUDULENT , FALSE AND
FULL OF FRAUDS ?
FALSE PREMISE MEANS FALSE CONCLUSION.
THE FACTS :
12. When Dr. Brant presented his Declarations in Superior Court, he was
not only speaking for himself but also for the Hospital and Medical Staff.
13. Now let us suppose that the Lawyers at the Law firm of
McNamara , Houston , Dodge , McClure and Ney in Walnut Creek, California
went to the Hospital to ask questions about the Declarations of Dr. Brant.
QUESTIONS :
1. DO YOU THINK THE HOSPITAL WILL TELL THE TRUTH ?
2. How can the Hospital and Medical Staff even attempt to say a single
Truth when all they have are lies and frauds ?
There is a saying :
A good tree bears good fruit .
A bad tree bears bad fruit .
A Good person brings out Good things .
A Bad person brings out Bad things out of his treasure of Bad things.
The Hospital and Medical Staff claimed in writing that the Judicial
Hearing never took place because I supposedly canceled the hearing.
Their reasoning appears to be :
No Hearing , No Crimes .
But I was there !
My name is all over the transcript.
I was physically , mentally , emotionally , and intellectually present at
that same hearing. Their names and spoken words are also in the transcript.
Dr. Brant's Declarations are there to be used against him.
He convicted himself !

HOW COULD I CANCEL THE JUDICIAL HEARING
WHICH I ATTENDED ?
Another crime !
Even if these Lies , deceits , frauds , falsities , and falsehoods are presented

which in my case was renewed every year without problems.

Physician - Surgeon.
I have an Honorable Discharge.
I served my country.
I am a Veteran.
I had received veterans benefits.
THE FACTS :
1. The Hospital has first - hand information about the crimes committed by
the members of its Medical Staff.
This is a proven fact. this is not deniable , not contestable.
2. The origin , beginning and foundation of all these crimes at the Hospital
was the falsification of hospital patient medical records of an old lady,
performed by Dr. Robert S. Blum.
The details of the crimes of Dr. Blum was posted on the internet in

It is certainly fitting that the crimes of Dr. Blum was placed under
Hospital Falsification number one.
This is the first and holds the distinction of being primary or like a
Cornerstone. Incidentally , there is a group in San Antonio , Texas , the
Cornerstone , that is a beacon of hope for people like Dr. Blum who lack
understanding.
3. The Hospital and Medical Staff was made aware of the Falsification of
hospital patient medical record.
I think the Hospital and Medical Staff had a fit. This is serious.
It is unprecedented.
It is not generally known that physicians falsify hospital patient medical
records to get money.
Doctors make good money.
They don't have to resort to such evil , disgusting , detestable and despicable act.
This heinous , diabolic , illicit and unethical action of Dr. Blum was
covered up , hushed up , tucked away , pushed aside , shrouded , stashed ,
ignored , glossed over , overlooked and disregarded by the Hospital and
Medical Staff.
4. The patient that Dr. Blum decided to steal money from was my patient.
The patient was an old lady. She was from out of State. She and her
husband were passing through the city of Vallejo when she got sick. Her
husband drove her to the Emergency Room of the Hospital at 300 Hospital
drive in Vallejo , California 94589.
I was the Internal Medicine consultant for the Emergency Room at that
time. After an evaluation by the ER Doctor , the old lady was referred to me.
I accepted the old lady as my patient.
I admitted the patient to the hospital.
I am the Attending and Admitting Physician on the Hospital record.
The next day , Dr. Robert S. Blum was going to operate on my patient.
I did not ask Dr. Blum to see my patient .
I did not call Dr. Blum.
I did not write any request for him to see the old lady.
I did not ask him orally , verbally or non - verbally , not in writing ,
not by phone and definitely not in person.
Question :
What is Dr. Blum going to do to my patient ? Butcher her ?
Assault and battery without permission ?
As I mentioned earlier, the Hospital and Medical Staff had to hide
everything and keep the situation under wraps.
Dr. Robert Blum was Chief at the Hospital.
Dr. Ruperto Visaya, Jr. was Chief at the Hospital.
Dr. Leonard Brant was Chief at the Hospital.

What will the Hospital and Medical Staff do ?

He knew exactly what transpired during my investigation.
He had first - hand information.
This is the number one evidence that his Ten Declarations against me in
the Superior Court of Solano county were deceitful and fraudulent.

Hospital and Medical Staff investigated.
They looked into my hospital practice of medicine with a fine - tooth comb
so to speak. They were breathing behind my shoulders , watching my every

investigated and supposedly had written reports WERE NOT EVEN AT THE
HOSPITAL AT THE TIME OF INVESTIGATION.
THEY WERE IN THE CEMETERY AND HAD BEEN DEAD FOR
A WHILE.
This is vicious and malicious. Another crime.

1. HOW COULD I ADMIT A PATIENT TO THE HOSPITAL WHO WAS
ALREADY DEAD AND IN THE CEMETERY FOR A YEAR ?
The Doctor who investigated the patient who was ALREADY DEAD and
not in the Hospital at the time of investigation committed fraud.
The REPORT of the investigation is fraud.
THE INVESTIGATION IS FRAUD.
Numerous falsifications were made during the so-called investigations.

7. After the illegal and fraudulent investigation of my Hospital Practice of
Medicine , the Hospital and Medical Staff decided that my Hospital Privileges
will not be renewed.
They gave me ten days to reply to their decision.
The result would be that I could not admit patients at the Hospital .
This was my livelihood and my primary job as a Physician.
I had had Hospital Privileges at that Hospital for over ten years
without problems.
Now , all of a sudden , because I decided to protect the civil and human
rights of my patient , the old lady , I am losing my job.
Any way I looked at it , what they did to me was wrong , illegal and
not ethical.
I remember a famous man named Matthew who wrote many years ago :
Whatsoever you do to the least of my brothers or sisters ,
that you do to me.
... I was hungry , you fed me.
... I was thirsty , you gave me drink.
... I was sick , you visited me.
The origin of all the Hospital Falsifications was the old lady.
She was a poor woman , the least of my sisters.
She was lying in the Hospital bed , sick .
I was not only a visitor to the poor lady , I was in charge of her.
I should protect her from the evil desires and motives of Dr. Blum.
Had I decided Not to help the poor woman , when my time is up ,
what will I say to the Son of Man , the Prince of Peace, and King of Kings ?

8. My reply to the Hospital and Medical Staff was to request a Judicial
Review Hearing. According to the Hospital By - Laws , I was entitled to one.
I requested it.
The Hospital granted my request through Dr. Brant.
Another evidence that the Ten Declarations of Dr. Brant in the Superior court
is fraudulent and deceitful :
Dr. Brant failed to disclose or intentionally did not reveal the lies , deceits ,
frauds and falsehoods during the investigation of Dr. Lino Dial.
This covers several of his Ten Deceitful Declarations in the Superior Court
of Solano County , California.
Question :
How could Dr. Brant Not Know these facts ?
Dr. Brant was the person in charge of this fraudulent investigation that
went on for six months .
THE FACTS :
9. The Judicial Review Hearing.
I was the one who requested the Judicial Hearing. It was granted by
the Hospital. It took about six months to prepare for the Judicial Hearing.
Dr. Leonard Brant was in charge.
He sent out letters to me and others concerned that the Judicial Hearing
will be held pursuant to the Hospital By - Laws , article so and so.
The Judicial Hearing was held according to the Laws of California.
The official court transcriber produced a hundred - page transcript of that
same Judicial Hearing.
Ten persons were present at that hearing.
I was present at that hearing.
10. During the Judicial Hearing , I saw Dr. Peter E. Philbin when he took
the oath to tell the Truth on the witness stand.
I heard Dr. Philbin when he told lies , and deceits on the witness stand ,
while he was under oath.
The frauds and falsities that came out of Dr. Philbin's mouth were also
heard by the six - member panel of Physicians who were present at that hearing.
The frauds and falsehoods spoken by Dr. Philbin are documented,
recorded and very well - preserved in the 100 - page transcript of that hearing.
And yet , the Hospital and Medical Staff claimed in writing that this
Judicial Hearing Never took place.
11. During the Judicial Hearing , I saw Dr. Leonard Brant when he took

and falsities at the Judicial Hearing When he presented his Declarations in
Solano County Superior Court. It follows that his Declarations in Court
are deceitful , malicious and full of Frauds and Falsehoods.
Of necessity , the Decision in the Superior Court of Solano County
Case No. 87291 is NOT VALID or erroneous.

HOW CAN YOU HAVE A VALID DECISION IN A COURT OF LAW
WHEN THE DECLARATIONS ARE FRAUDULENT , FALSE AND

12. When Dr. Brant presented his Declarations in Superior Court, he was
not only speaking for himself but also for the Hospital and Medical Staff.
13. Now let us suppose that the Lawyers at the Law firm of
McNamara , Houston , Dodge , McClure and Ney in Walnut Creek, California
went to the Hospital to ask questions about the Declarations of Dr. Brant.
QUESTIONS :
1. DO YOU THINK THE HOSPITAL WILL TELL THE TRUTH ?
2. How can the Hospital and Medical Staff even attempt to say a single
Truth when all they have are lies and frauds ?

True Story.
Question : Should Doctors respect old ladies ?
Case in point :
This happened in the City of Vallejo, about forty miles northeast of
San Francisco, California , in the United States of America .
Vallejo is a city of more than 100,000 population that declared bankruptcy
in the year 2008.
It was also in 2008 that the case of the old lady was discussed officially
in the Medical Board of California.
It should be pointed out that the Medical Board of California has a few
locations in Sacramento, the capital city of California. One location is on
Howe street. A second location is the Discipline Coordination Unit located at
2005 Evergreen Street , suite 1200. A third location is the Medical Board of
California Enforcement Program at
2535 Capitol Oaks Drive, suite 220,
Sacramento, CA 95833.
As the name implies, the second location is probably the place where the
Board coordinates disciplinary action against physicians.
In the year 2008 and 2009 the contact person was Valerie Moore , who is
an associate analyst of the Medical Board of California, Discipline
Coordination Unit.
One wonders what kind of disciplinary action the Medical Board gave to
the Doctors who did not respect the old lady .
Falsification of hospital patient medical record of an old lady is a sign of
disrespect. Especially if the intention is to get money from a poor old woman
( documented in writing, submitted to and accepted as evidence by the Medical
Board in February 2008 ).
Some persons would go even further than that. Others claim it is a crime
to falsify the Hospital Medical Record of an old lady to get money from her.
No kindness at all.
As a matter of fact, the State of California considers this a crime.
In fact many doctors lose their medical licenses by being dishonest such as
falsifying hospital patient medical record.
The Medical Board of California investigates doctors who commit frauds ,
dishonesty and those who make false statements.
The Medical Board of California has a quarterly publication called
Newsletter. The current issue , July 2010 , vol. 115 shows :

Hedy Chang : Secretary.
Doctors who are disciplined by the Medical Board are made public in this
publication including those whose Medical licenses are revoked.
NOW THE OLD LADY WHO DESERVES RESPECT.
The old lady was admitted to the hospital located at 300 Hospital Drive ,
in the City of Vallejo , California 94589.
The next day , Dr. Robert S. Blum , a California - licensed practicing
physician , and a Neurosurgeon falsified the Hospital patient medical record
of the old lady .
HOW DID DR. BLUM FALSIFY THE MEDICAL RECORD ?
In the first place , the old lady was not the patient of Dr. Blum . So
in order to be able to examine and treat or do any kind of test to the old
lady , Dr. Blum needs to be asked in the form of a Consultation .
DR. ROBERT S. BLUM DID THAT .
The only problem is that the consultation that Dr. Blum did is a Fake , a
fraud and a falsehood . His consultation is as fake as an eleven dollar bill .
Let us make it simpler , a seven dollar bill .
HOW DO WE KNOW THAT THE CONSULTATION IS FAKE AND FRAUD ?
Dr. Blum admitted in writing that he was not asked to see the old lady.
LET US MAKE THIS POINT CLEARER.
As mentioned earlier , the old lady was not the patient of Dr. Blum .
In order to be asked to see the old lady , it takes one of the following forms:
1. In person.
2. In writing.
3. By telephone.
4. By e - mail.
In the beginning , Dr. Blum wrote a Surgical Consultation stating that he
was asked to see the patient , the old lady .
This ia like the key to enter the house of the old lady , to do examination
or to do tests or perform this or that .
WHAT WOULD BE THE OLD LADY'S REACTION
WHEN SHE FINDS OUT THAT THE KEY USED TO ENTER HER PRIVACY
WAS A FAKE ?
THE MEDICAL CONSULTATION WAS A FRAUD ? NO PERMISSION.
1. Violated ?
2. Robbed of something ?
3. Offended , to say the least .
Please remember that Dr. Blum admitted in writing that his consultation was
a fake or false because he was not asked to see the patient, the old lady .
BUT HOW DO WE KNOW DR. BLUM WANTED MONEY ?
Some of you are familiar with the story of the little boy who was caught
with his hand in the cookie jar.
This time the little boy is a grown man. Dr. Blum is a Doctor of Medicine.
Dr. Blum wanted money because he sent a bill for his unsolicited , unwanted,
unrequested medical services .
Let us back step a little bit .
1. When a Doctor falsifies a hospital patient medical record, that is serious .
2. This is now a crime .
3. You can go to the Public Library or go to Google.com and type :
CALIFORNIA CRIMINAL CODE .
The Criminal Code is divided into Titles , Chapters , and Sections .
When the State of California charges a person with a crime , it says :
The people of the State of California vs. Doctor Fraud.
It states the law violated . Example :
In this case , look it up under Title 7 because Falsification of
Hospital patient medical record falls under that category which is
Crimes against Public Justice .
Perhaps it is safe to say that it is offensive to the Public .
Under Title 7 is Chapter 6 which is about Falsifying evidence .
Then go to Section 134 which is about preparing false documentary evidence .
This happened in the City of Vallejo, in Solano County, California , U.S.A.
In any county in the United States , there is one person , an employee of
the State , as in California , who is designated to prosecute crimes , whether
it is for murder , fraud , perjury or what not .
WHAT IF THE ACCUSED IS A FRIEND ?
Or a very important person like a Neurosurgeon or a Hospital ?
Now it is a different ball game .
THE PERSON IN AUTHORITY TO PROSECUTE COULD SAY :
1. Not enough evidence ,
even though the hand was caught in the cookie jar .
2. No Law was violated ,
even if Dr. Blum already admitted in writing that he did it .
he did the act of fraud .

True Story.
Question : Should Doctors respect old ladies ?
Case in point :
This happened in the City of Vallejo, about forty miles northeast of
San Francisco, California , in the United States of America .
Vallejo is a city of more than 100,000 population that declared bankruptcy
in the year 2008.
It was also in 2008 that the case of the old lady was discussed officially
in the Medical Board of California.
It should be pointed out that the Medical Board of California has a few
locations in Sacramento, the capital city of California. One location is on
Howe street. A second location is the Discipline Coordination Unit located at
2005 Evergreen Street , suite 1200. A third location is the Medical Board of
California Enforcement Program at
2535 Capitol Oaks Drive, suite 220,
Sacramento, CA 95833.
As the name implies, the second location is probably the place where the
Board coordinates disciplinary action against physicians.
In the year 2008 and 2009 the contact person was Valerie Moore , who is
an associate analyst of the Medical Board of California, Discipline
Coordination Unit.
One wonders what kind of disciplinary action the Medical Board gave to
the Doctors who did not respect the old lady .
Falsification of hospital patient medical record of an old lady is a sign of
disrespect. Especially if the intention is to get money from a poor old woman
( documented in writing, submitted to and accepted as evidence by the Medical
Board in February 2008 ).
Some persons would go even further than that. Others claim it is a crime
to falsify the Hospital Medical Record of an old lady to get money from her.
No kindness at all.
As a matter of fact, the State of California considers this a crime.
In fact many doctors lose their medical licenses by being dishonest such as
falsifying hospital patient medical record.
The Medical Board of California investigates doctors who commit frauds ,
dishonesty and those who make false statements.
The Medical Board of California has a quarterly publication called
Newsletter. The current issue , July 2010 , vol. 115 shows :

Hedy Chang : Secretary.
Doctors who are disciplined by the Medical Board are made public in this
publication including those whose Medical licenses are revoked.
NOW THE OLD LADY WHO DESERVES RESPECT.
The old lady was admitted to the hospital located at 300 Hospital Drive ,
in the City of Vallejo , California 94589.
The next day , Dr. Robert S. Blum , a California - licensed practicing
physician , and a Neurosurgeon falsified the Hospital patient medical record
of the old lady .
HOW DID DR. BLUM FALSIFY THE MEDICAL RECORD ?
In the first place , the old lady was not the patient of Dr. Blum . So
in order to be able to examine and treat or do any kind of test to the old
lady , Dr. Blum needs to be asked in the form of a Consultation .
DR. ROBERT S. BLUM DID THAT .
The only problem is that the consultation that Dr. Blum did is a Fake , a
fraud and a falsehood . His consultation is as fake as an eleven dollar bill .
Let us make it simpler , a seven dollar bill .
HOW DO WE KNOW THAT THE CONSULTATION IS FAKE AND FRAUD ?
Dr. Blum admitted in writing that he was not asked to see the old lady.
LET US MAKE THIS POINT CLEARER.
As mentioned earlier , the old lady was not the patient of Dr. Blum .
In order to be asked to see the old lady , it takes one of the following forms:
1. In person.
2. In writing.
3. By telephone.
4. By e - mail.
In the beginning , Dr. Blum wrote a Surgical Consultation stating that he
was asked to see the patient , the old lady .
This ia like the key to enter the house of the old lady , to do examination
or to do tests or perform this or that .
WHAT WOULD BE THE OLD LADY'S REACTION
WHEN SHE FINDS OUT THAT THE KEY USED TO ENTER HER PRIVACY
WAS A FAKE ?
THE MEDICAL CONSULTATION WAS A FRAUD ? NO PERMISSION.
1. Violated ?
2. Robbed of something ?
3. Offended , to say the least .
Please remember that Dr. Blum admitted in writing that his consultation was
a fake or false because he was not asked to see the patient, the old lady .
BUT HOW DO WE KNOW DR. BLUM WANTED MONEY ?
Some of you are familiar with the story of the little boy who was caught
with his hand in the cookie jar.
This time the little boy is a grown man. Dr. Blum is a Doctor of Medicine.
Dr. Blum wanted money because he sent a bill for his unsolicited , unwanted,
unrequested medical services .
Let us back step a little bit .
1. When a Doctor falsifies a hospital patient medical record, that is serious .
2. This is now a crime .
3. You can go to the Public Library or go to Google.com and type :
CALIFORNIA CRIMINAL CODE .
The Criminal Code is divided into Titles , Chapters , and Sections .
When the State of California charges a person with a crime , it says :
The people of the State of California vs. Doctor Fraud.
It states the law violated . Example :
In this case , look it up under Title 7 because Falsification of
Hospital patient medical record falls under that category which is
Crimes against Public Justice .
Perhaps it is safe to say that it is offensive to the Public .
Under Title 7 is Chapter 6 which is about Falsifying evidence .
Then go to Section 134 which is about preparing false documentary evidence .
This happened in the City of Vallejo, in Solano County, California , U.S.A.
In any county in the United States , there is one person , an employee of
the State , as in California , who is designated to prosecute crimes , whether
it is for murder , fraud , perjury or what not .
WHAT IF THE ACCUSED IS A FRIEND ?
Or a very important person like a Neurosurgeon or a Hospital ?
Now it is a different ball game .
THE PERSON IN AUTHORITY TO PROSECUTE COULD SAY :
1. Not enough evidence ,
even though the hand was caught in the cookie jar .
2. No Law was violated ,
even if Dr. Blum already admitted in writing that he did it .

PEOPLE DO WHAT IS NORMAL .
Even Doctors do that : COVER - UP .
It is normal for a Doctor to Cover up for another doctor .
If you are the person in charge of the Hospital you have to do something

Gather up the Medical Staff and put a command , a decree , an edict ,
a precept or an utterance that says :
This case should be covered up , hushed up , shrouded , stashed , ignored ,
glossed over , overlooked and disregarded because :
It is disgusting , detestable , despicable , diabolic and illicit .

BEYOND ANY REASONABLE DOUBT , BECAUSE at the time that
he said that HE WILL NOT SEND A BILL OR CHARGES
HE HAD ALREADY SENT THE BILL .

THE PATIENT ALREADY RECEIVED THE BILL WHEN DR. BLUM
WAS SAYING OR DECLARING THAT HE WILL NOT SEND THE BILL .
THIS IS WHY WE KNOW HE WANTED TO GET MONEY .
THE ACTION OF DR. BLUM COULD BE COMPARED TO THAT OF AN
AUTOMOBILE MECHANIC . HE BROKE INTO THE GARAGE OF AN
OLD LADY AT NIGHT AND WITHOUT PERMISSION TO FIX THE
CARBURETOR OF THE CAR. THE FOLLOWING DAY , THE MECHANIC
GIVES HER A BILL FOR THE UNAUTHORIZED REPAIR OF HER CAR .

The hearing was tape - recorded by :

Senior Investigator of the Medical Board of California.
The hearing lasted for two hours. It was held on the second floor,
suite 220. The conference room was rectangular, about twenty - five feet long
and sixteen feet wide. The table was about five to six feet wide and about
twelve feet long. There were several comfortable chairs. ( documentary evidence
was submitted to the Medical Board ).
The Medical consultant for the Medical Board was Dr. Robert Zeff, M.D.
I made the presentation to the Medical Board of California.
I have first - hand information. I was the victim of crimes , lies , deceits
and frauds of Dr. Blum.
Dr. Zeff sat in front of me and he took notes while I was speaking.
Dr. Zeff was wearing a suit. I was wearing a suit also. He was a very kind
gentleman, soft - spoken and considerate.
I submitted numerous documents about Dr. Blum and the other Doctors
who committed crimes in Vallejo, California. These written records were
accepted by Dr. Robert Zeff and by Mr. Robert Sherer, the investigator.
Dr. Zeff said at the hearing that the actions of Dr. Robert Blum were Not
legal and Not ethical.
After the hearing of Feb. 26, 2008 I received a letter from the Medical
Board thru Mr. Robert Sherer that they want to meet with me as soon as
possible, within days. They wanted to hear more about the lies, deceits and
frauds in Solano County, California.
Although the Medical Board wanted to meet with me as soon as possible,
this did not happen right away because I was out of town.
The second hearing with the Medical Board was very important. I was told
in the letter sent to me by Mr. Robert Sherer that they will use a Subpoena
against me if I refuse to appear.

June 24, 2008 at the same place :

RECENT DECISIONS OF THE MEDICAL BOARD :
1. Dr. H.R.B. of Los Angeles, CA, investigated for Fraud, lost license.
2. Dr. C.R.B. of Carmel, CA , investigated by the Board, license revoked.
3. Dr. J.M.D. of Poway, CA , investigated for Dishonesty, license revoked.
4. Dr. E.L.F. of Pomona, CA, made false statements , license revoked.
IMPORTANT POINTS :
1. Doctors who committed frauds in Solano County, CA were not investigated.
Records should be available to the public if this was done , just like the other
doctors in other cities of California who were investigated by the Medical Board.
2. I reported the frauds to the Medical Board and I was the one who was
investigated by the Medical Board.
3. The Medical Board of California thought I could be crazy.
The Medical Board recommended to the California Dept. of Justice that I
should be compelled to undergo Psychiatric Examination within thirty days
from the date of complaint against me which was December 23, 2008.
4. On December 23, 2008 the present member of the Medical Board,
Shelton Duruisseau, PhD. signed the complaint against me.
The Case number was : 02 - 2007 - 183327.
5. California Attorney General Edmund G. Brown, Jr. made the court order
against me. The Case No. 02 - 2007 - 183327.
The State of California was going to pay for my Psychiatric Examination.
6. On January 19, 2009 , Dr. W. Melvin Brown, the Court - appointed
Psychiatrist examined me in his office in San Mateo, California.
7. On March 3, 2009 I wrote to the Medical Board requesting result of my
Psychiatric examination.
8. On March 9, 2009 , Shane P. Wright , Supervising Investigator -- I of the
Medical Board responded to me by letter regarding the result of my
Psychiatric examination.
The result was : I passed the Test. I was not crazy.
QUESTION :
1. Where are the written reports of the investigation of Doctors in Solano
County for frauds , dishonesty , false statements , etc ?
2. Why did the Medical Board examined me but not the Doctors who
committed crimes in Solano County , California ?
3. Why are some frauds investigated by the Medical Board but not others ?
Is there a selective investigation process ?
4. Is fraud in Los Angeles or San Diego any different than in Vallejo, CA ?
5. Why did the Superior Court of Solano County accept the Declaration of
Dr. Leonard Brant which has Ten counts of frauds or falsities ?
