investigation or monitoring or Peer - Review.

Dr. Patrick  won the case.  This was the cover story of World Medical News
June 27, 1988.


THE CRIMES COMMITTED DURING THE JUDICIAL REVIEW HEARING.


1.  The Hospital , the Medical Staff , their attorney Mr. Schnier , prepared and submitted false evidences against me during the Judicial Hearing.


2.  The reason for the Judicial Review Hearing was that the Hospital and the Medical Staff terminated the Hospital Privileges of Dr. Lino Dial without cause after a Bad - Faith Hospital Monitoring or investigation or 
Peer - Review of Dr. Lino Dial.


3.  In the One - Page Summary  No.  15 ,  on Page  8  lines  7 - 23  of the
transcript of the Judicial Review Hearing :


     The Monitoring Program ( Hospital investigation of Dr. Lino Dial ) was
instituted by the Medical Staff Executive Committee to last for six months.
In other words,  they made the rule that patients I admitted to the hospital during those six months will be monitored or investigated or examined by my Peers ( Peer - Review ).

NO RANDOM SAMPLING OF THE HOSPITAL PATIENT MEDICAL RECORDS
DURING THE SIX MONTHS OF MONITORING OR PEER - REVIEW OR HOSPITAL INVESTIGATION.


Page   66   lines   3 - 4 :  Dr. Dial says : " Random sampling is very
                                          important ."


Page   66   lines   5 - 6 :  Mr.  Schnier answers :  " I don't think there ever
                                          Random  sampling ."


Page   66   lines   16 - 19 :  Question for Mr. Schnier :  " So there was no
                                     randomness and not all the charts were reviewed---
                                  just certain charts --- and those charts were selected
                              because there were some questions about them ."


Page   66   line   20  :    Mr.  Schnier  answers  :  " True  " .


CONCLUSION :


     Attorney Schnier admitted during the Judicial Review Hearing that there was no random sampling during the hospital monitoring or investigation or Peer - Review of Dr. Lino Dial.


     The so - called Peer - Review or monitoring or investigation of Dr. Dial
was  done  in  Bad - Faith.
