Conspiracy waives statutes of limitations.  In other words, the statutes of limitations do not apply when there is Conspiracy.

Documents and evidences about the 53 crimes are in the California Medical Board and the Dept. of Justice.
The California Medical Board declared in writing and officially proclaimed that no violation of the Law was committed by the Hospital and Doctors in 
the City of Vallejo, in Solano County, California, U.S.A.
That's why no prosecution was done.


     In the Hospital Cover Up of 53 crimes, there are four basic steps or stages  or we can call them  " Houses ".


      The Hospital and Doctors are like people who built houses on frauds or sand instead of solid rock.  When floods or Florida Hurricane or Philippine typhoon came , they fell with a mighty crash.


1.  Step  No.  1  or " House " No.  1 :
The crimes committed by dr. Robert S. Blum were presented in the 
One - Page  Summary  No. 1 , No. 2 , and No. 3.


2.  Step  No.  2  or " House " No.  2 :
     Hospital Cover Up and False or fraudulent investigation of Dr. Lino Dial.
It was biased and prejudiced because no criteria was used during the hospital investigation and no random sampling was done in the selection of hospital medical records to be reviewed.


3.  Step  No.  3  or  " House "  No. 3 :
     The 53 crimes were committed during the Judicial Review Hearing which was held according to Law in the City of Vallejo, California.
     After the hearing, the hospital and doctors declared in writing that the  
Judicial  Review Hearing never took place.
Their reasoning appears to be :  No  Hearing ,  No  Crimes.


4.  Step  No.  4  or  " House "  No.  4 :
     Lawsuit filed in California Superior Court, Solano, County, California,
Case No.  87291.
     The reason for the lawsuit was the removal of Hospital Privileges of 
Dr. Lino  Dial without cause,  the 53 crimes committed during the Judicial Review Hearing and the Hospital cover up that followed.


     The steps No. 2, No. 3 and No. 4 are inseparable because the lies , deceits , frauds , deceptions , and falsehoods which took place in No. 2 or
the hospital investigation were the same lies , deceits , frauds , deceptions , and falsehoods used or presented in Step No. 3 or the Judicial Review Hearing.


     The same lies , deceits , frauds , deceptions , and falsehoods were concealed or not mentioned during the Court hearing in California Superior Court in Solano County, California,  Case  No.  87291.


     More frauds were presented or declared by Dr. Leonard A. Brant, as 
hospital witness during the hearing in superior court.


     The California Superior Court made a decision based on frauds, lies , 
falsehoods and deceptions.  The Court decision is erroneous, invalid and should be changed.

More lies, deceits , frauds , deceptions and falsehoods will be presented.


Examples :


1.  Dr. Robert S. Blum who committed crimes was not investigated.
2.  Dr. Lino  Dial, the victim of the crimes was investigated.
3.  No criteria used in the investigation of Dr. Lino Dial.

Page  4  lines  19 - 22 :  Dr. Dial asked the hospital attorney, Mr. Schnier
for the criteria used when I was investigated by the hospital and Medical Staff.  The investigation was over a year before the Judicial Hearing.
The reason :
     If the criteria used for the investigation was available a year ago,
it should be available today.


Page  5   line  20 :  Mr.  Schnier :  No  criteria.


Page  9   line   8  :  Dr. Dial asked whether criteria was given to the doctors who investigated me.


4.  No random sampling of hospital records during the investigation of
Dr. Lino  Dial.


Evidence :  


Page  66  line  5  :  Mr. Schnier said :  " I don't think there ever was a 
                                                                    random sampling. "


No random sampling means that the investigation of Dr. Lino  Dial  was
biased and prejudiced.
